With this i will be hated by the hole IIN community but someone really needs to express the situation beyond the basic social concepts and legislation.
Let's see the boy's perspective. He is 12-13 yo and bathes with a naked girl. You can't use "wrong", "molestation", "abuse" or anything like that. The boy is having the time of his life and it will stay as one of his greatest memories. You can't ruin that boy's moment. My 13 yo self would have killed anyone that wanted to take this kind of luck away and you should let him be. Also, you should leave your sister alone with this matter. Is her choice, her doing, if things go wrong is her problem not yours. She might think is cute, she might be teasing him, it might be the taboo-ish thing that gets her going, there might be touching or masturbation involved or they might have sex someday, but, all in all, is your sisters choice, not your or our business and she should be left alone.
And please people, don't start with traumas and early exposure to sexual content. I managed to fap daily since i was 11 without the internet and, this generation, well, they know and they fap to a lot more content that is in easy reach. They know a lot, there is no way we can hide from it. They simply know, are curious, they want to discuss it, to learn more, to do it and with or without a 17 yo in the bathtub, he was and it will be exposed to a lot of content, by his own choice with no trauma involved.
Results after your sister's actions with this boy? A happy girl, a happy, very happy or extremely epic happy boy that will NOT be traumatised ever by something like this. Boys are not traumatised and boys are not raped/abused, they just enjoy every moment and have sex with the so cald "rapist/abuser".
You can hate me now, but i'm doing both parties a favor, especially to that boy.
But regardless it needs to stop cause the law is the law, and it'd be better not spending time in jail and lifelong consequences. the system is fucked up
