Ok so your sister is 18, turning 19 soon, and the kid is 13 (soon) so he's like in middle school I'm guessing...? Anyways, he should be old enough to take care of himself, and bathe by himself without drowning lol. It is pretty sketchy for your sis to bathe with him, naked too, and sleep or cuddle sometimes, that's basically near pedophilia if I'm exaggerating. He should have a good mind set to see that what is happening here is wrong for him and your sister. She Could go to jail or a long lecture on ages and baths with pre teens lol.

Not normal...and there is inevitable damage done anyways. The right thing to do is not let this prolong and continue to question it, but to tell his parents, or yours about it. Is he ill? Like a deformation or handicap condition he has? Because if so, this might make sense on why you guys choose to bathe him haha. I know long read, sorry but this is too sketchy.
He's fine (no handicaps), we've just been bathing him since he was 10, he's adorable and small so we never thought much of it, I guess he is to old now though.
