The whole situation sounds weird to me. A 13-year-old isn't really a little boy in my opinion. He doesn't need to be babied anymore. He can shower/bathe himself, and shouldn't need to be cuddled. At 13, a boy is going through puberty and his hormones are going crazy. Sex is on his mind. I think this kid's perception of reality is gonna be all screwed up.
So, yes this needs to stop. YOU have to take control of the situation here because it doesn't sound like anybody else will. If you have to report your sister, then do it because it's the right thing to do. The best thing you can do for him is start teaching him to take care of himself.
Well I can't really go cold turkey, so I finally got my sis to agree not to bathe with him at the same time, but we still bathe him, I'm thinking of a way to stop.
and she made me agree to let her hug him to sleep, since that seems okay.
He's 13. He doesn't need to be assisted while bathing, unless he is disabled or severely obese. Don't you see? Your sister is using this as a loophole to continue her untoward behaviour towards him and dragging you into it.
