Unfortunately she doesn't see it that way, she argues that her behavior is absolutely normal and that I'm making a mountain out of a mole hill.
She refuses to see how her actions may be misconstrued as harassment or child molestation.
The comparison if the genders were reversed is a good one, I'll use that next time.

And I don't want all this to end with her in jail or with a record, especially now that I've made some progress in making her back down.
she is my sister after all, and she didn't have any bad intentions, even though her behavior was borderline sexual.
They should call the cops. You obviously care about your sister, but you need to come to terms that she needs help.
