No, you don't need to be pregnant, or have been pregnant to lactate. Sure, that's the easiest way, but not the only way.
It IS easier to induce lactation in women that are pre-menopausal, and/or have lactated before, but that doesn't prevent older women or women who have never been pregnant from lactating. In fact in Victorian and earlier times, "wet-nursing" was common, and not always confined to women who had lost babies.
