It sounds to me like the OP has had a specific bad experience with a doctor. That sucks, sure, and doctors should listen to their patients, but they're not obligated to do whatever treatment or prescribe whatever medication the patient wants. Also, I don't think it makes sense to change the whole medical system because of one person's bad experience.
If doctors had to apply to patients individually, they wouldn't have time to do anything else. Your doctor wouldn't have time to spend giving you good care, because they'd be too busy filling out applications, and the price of medical care would rise.
