Can you both stay with your aunt or another responsible adult for a while to have a break from this awful situation? You shouldn't have to put up with this and you have my admiration for being far more responsible and grown up than your mother is.
She may be heartbroken over your father's desertion of his family but that is no excuse to take it out on her kids. It doesn't sound as if talking to her reasonably when she's sober and hopefully calmer will do any good and if I were you I wouldn't even try until you've got yourself and your brother out of there.
I understand your reluctance to involve child protection bc it could well result in your brother ending up in foster care or an institution.
