This is serious , you need to go to the police and report her for child abuse and inappropriate behavior and involve the child services incase you can get custody for your brother . Im pretty sure your dad had a serious reason to leave even tho he didnt take you two with him .
OP has already said she doesn't want to involve child services and given very good reasons why. How on earth do you know why the father left and it's irrelevant anyway, he's an arsehole to abandon his family with no explanation.
