Maybe you should mention to your friends that you'd rather they weren't so vocal about how 'appealing' your mum is. I don't know how that would go down, but you could try! At the end of the day, your mum can wear these clothes if she feels comfortable in them. Also, 38 is exactly old. She's still is a young woman for another few years yet. If she purposefully flaunts and stuff, then have a word with her. But if it's just the clothes, then is it really such a big deal? If she takes it too far - as in practically underwear when people are over, then say something.
