You've physically been away from her since she was 8, so you've missed a lot of her milestones. You're probably more of a nice older man she can talk to about anything, than a brother; which is probably why she's attracted to you and possessive. Plus, her parents keeping her sheltered is part of the problem too. You're probably her only outlet mentally and maybe sexually.
My suggestion would be to ask her if she has a boy at school she likes. If yes, have her talk about him and encourage her to date. If she gets creepy and tell you that she only has eyes for you or something, then you'll have to have a talk with her.
