Self control and discipline are just like a muscle in your body. In order to tone it you must work on it over and over again. Nobody just wakes up one day and HAS good study habits! --- but you can develop them! Here are some pointers or things to try:
1. Set up a space that is just for doing homework and studying. DO NOT let it be where you sleep, eat, or do anything else that might trigger "distraction".
2. Set up a schedule so that at a certain time of day your mind will already start gearing up to start studying. Make this routine and try not to study/do homework for more than an hour at a time.
3. In the beginning just tell yourself- "Okay, I am going to work on this for just 10 minutes and if still can't concentrate then I will let myself go do something else..." This technique works b/c the hardest thing about doing homework and studying is just STARTING.
Other than that- know when your "peak hrs" are- Like are there certain times of the day you feel more alert than others?
If this doesn't solve your problem you may want to seek out a class on study habits... many schools and communities offer them--- Also some professional places like Sylvan learning centers. Just keep in mind that the habits you form now will only help or hinder you more in college.
