Actually, it's not as weird as you think it is. its generally around that age that (as someone mentioned before) we realise that it sometimes feels good. And of course we're not taught to be ashamed of that behaviour or to reign it in until later, so we don't realise what we're doing is considered weird.
In regards to this girl she does sound a bit over zealous :p Maybe she's copying something she saw on TV?
