I actually learned in a health class once that masturbation, in this sense grinding on soft toys, blankets, etc., amongst kids is quite common at about that age. Its not really of any concern, they typically don't know what it is they're doing and is just a comforting experience to them. Its natural. Also worth noting that this sort of behaviour is typically NOT indicative of sexual abuse. If it were occurring they would most likely not want to explore that area.
