Not having ever being a little girl, I'm not too sure how common this is, but my second wife said she found out it was quite pleasurable to touch herself at about that age. Fortunately, her parents were intelligent individuals and didn't make a big thing of it and didn't make it a "bad" thing, if they even knew (I'm sure they must have).
It's a very slippery slope, to determine if it's because of abuse or just a natural course of self exploration, but making it a "bad" thing can irreparably destructive, I believe.
I'd be extremely cautious on this and perhaps a few girls will step up and give us some honest and useful suggestions.
