I would be concerned about exactly where/how she learned this behaviour. Something inappropriate and suspicious seems to be occur. Talk to her mother. Alternatively, you could also consult a child therapist specialising in sexual abuse, on how you should approach this situation.
It's not indicative of child abuse. I had a normal childhood and I used to rub around my private area when I was very young because it felt interesting. I've heard it's healthy to let children explore their bodies
It can be. That is why I put it there. I was abused sexually as a child and I would sometimes carry on in a sexualized manner. Under normal situations, some kids do get curious and explore their bodies. I never said that that specific situation wasn't normal.
