She wants her parents to acknowledge her, pay attention to her, interact with her, love her, and be family with her. They're obviously not doing their jobs and they're not meeting her needs.
She trusted YOU so please take that seriously. Somebody else told you to tell someone but I don't agree with that advice because your friend might take that as a violation of the trust she placed in you. If you feel like telling somebody please talk with your friend about it first. Don't do anything behind her back or without her involvement in the process. If her parents cannot meet her needs she might want to explore finding a mentor or life coach. Maybe Job Corps would be good for her if she's within the age range.
