Indeed, she is watching anime and I'll go ahead and tell you that anime is VERY popular and insanely numerous. Just like people who don't play video games, its easy to look at something you don't enjoy or understand yourself and judge it negatively but it may be a good idea to try watching one yourself with an unbiased mind first. Anime shows are quite varied and can be very serious with life lessons, humorous with comedy, fantasy with powers or mechs, or down to earth with school life, sports or romance. Nothing you wouldn't see in a movie or TV show, just in a Japanese animated style.
A lot of anime are very long with 100-200+ episodes and each episode starts off where the last stopped, usually with a great deal of plot and character development that gets you hooked such as a guy who used to get bullied a lot becoming a respected boxing pro. I say let her watch, they are harmless but she really shouldn't ask for expensive anime items all the time unless she plans to buy it herself.
