Wow, pretty even votes. Definetely dont let it be, especially with your younger brother. I understand telling her directly is hard, but I think if you confront him, it will lead in your mom finding out, without it being as hard as telling her. If you think there's danger in the situation, take something to record it in case anything bad happens.
