YES, IT IS NORMAL. Many people have the same feelings toward family members - and some are happier because of it. I have many good looking cousins, and I have had feelings for some of them. I have had relations with one of my cousins. She is very attractive, and our relationship as family, friends, and lovers is stronger because of it.
Talk to him, gradually let him know your feelings for him (maybe over many conversations - or just one, depending on the "vibe" you get from him). GO FOR IT!!
