Kitty probably just likes the crinkle sound of the plastic bags. My cat used to always play fetch with plastic bags, but he'll be ten years old next February so now he prefers to overeat, cuddle and just talk.
My cat does this and it's fairly common from what I found out. Mine seems to do it mostly when he is bored, wants treats, food or attention. Try making sure all your cat's needs are met, have food out 24/7 and play with him. If that's all taken care of then maybe he just likes the crinkle so buy him some cat toys that crinkle!

Yeah it's normal because my cat likes it when I put him inside the bag and then tie it so he has to try and escape lol. Takes him like 12ish mins to get out but I swear he loves that shit man.
I don't have a cat, neither do I know anything about them, but looking it up on Google it seems it's a normal thing cats do. I suggest doing some research about why Gunther does it, and how to stop it if it annoys you.
