A woman in a bikini is usually at the pool or at the beach, in a more public setting and she is usually dressed that way for swimming or tanning or just showing off.
Panties are more intimate and personal and more commonly regarded as bedroom attire.
Either one would make me hard, but if a girl was prancing around in front of me in her panties I would regard that as an invitation to respond in some way, at least with my comments. If she was in a bikini under the same circumstances I might take it less personal.
