Nudity in itself is not a bad thing. This wouldn't even need to be an issue seeing as you both have grown up this way, EXCEPT, that you feel uncomfortable with it. You have every right to your privacy if you want it. So, little brother should be told to "go pee" just before you go into the bathroom, and then he can wait till you to get out to go again. If he can't wait that long then he can go outside and go behind a tree, or Mom can go to the drug store and buy him a "urinal" to use when the bathroom is occupied.
