Dangerous to the user, in the likeliness of health problems being caused, and their severity. Not the danger the user poses to others. I agree alcohol is more dangerous in the sense that a person who drinks heavily can become belligerent, while cigarettes wouldn't effect behavior in this way.

Alcohol is way more dangerous than smoking, ya never hear that someone beat a guy to death because they were under the influence of cigarettes

The negative effects of both of these are exaggerated greatly by repressed nuns and boring prude people who just hate smoking cigarettes and drinking.
