most guys cannot wrap their heads around spending $150 on a bag. Also just because he's given this money doesn't mean he expects to give or receive expensive gifts.
I'm not saying what he did isn't offensive, but from his perspective it wasn't a big deal obviously, or he wouldn't have asked.
Its much more important/indicative of his feelings how he treats you day to day, than mistakes he makes in a unique scenario he's unfamiliar with
Also, you never know, from that text alone he could be looking at a $400 bag that would be within his price range used, and not understand that girls don't want used designer bags for their birthday
