I have had this happen to me as well. I found out my pubic hair was trapping moisture and bacteria that lead to the odor. I fixed it by shaving off all of my pubic hair and I keep it trimmed down.

There could be lots of reasons for this: fungal infection; synthetic underpants; too tight pants; reaction to the cologne and talc.

How long has it been going on and did you change anything around the time it started?

I'd try dabbing with cider vinegar after you shower - that could help if it's fungal and for the other causes I've mentioned the remedy is obvious.

Do you eat a lot of fat, greasy food?
