Im sorry to hear stories like this. Your parents were monsters and don't deserve to have a pet rock let alone children.
If forgiving them will make you feel better, you can talk to them on the phone and say "I forgive you for making my life a living hell. But I still don't want anything to do with you. Now leave me alone", and never speak to them again. You can forgive someone but that doesn't mean allowing yourself to get abused again. They dont deserve to be given a second chance to hurt you.
On the other hand if telling them to rot in hell will make you feel better go ahead. Its about what you need to do to make yourself happy.
