There are times when I tend to agree with you, but overall no I don't think so. I think sometimes either they don't see the penalty, or we don't understand fully what happend. With a goal review I have thought that they just wanted a certain team to win. In reality though I think we just don't get to see all of the reviews and angles that whoever is viewing it in Toronto does.
