Personally, I was bigger than that at that age. I was a bit of a tom boy when I was younger and hated anything girly so by the time my mum had covniced me to wear bras I was already a B cup. Although a lot of people didn't realise that I was large until I wore something tight. This is because I love wear guys shirts and sports bras so I'd wear that most of the time, If you want to minimise attention wearing certain clothes can do this (I'm not saying you have to wear guy clothes, that's just me). There are lots of bras you can wear that will make you appear smaller. The worst part is back problems. Where I live, you are able to get a reduction before the age of sixteen for free because it is counted as a medical problem and health insurance covers it, but I'm not sure about where you are. If you feel this is needed then talk to your family about it.
Every girl is different and should love themselves for the way they are, but if they really are more trouble than they're worth, talk to a doctor or at least your family about it.
