It is normal, I was around this size at your age as well. I feel very badly about the size of my breast and am bothered by the daily physical and mental discomfort of having large breast as well. Task like getting dressed in the morning, to excising and shopping are never easy. While it is not normal is the sense that many people do not sport a 34F, it is something that does in fact happens to a handful of young women.
It's sad that there is little to no support for other women in this condition. While surgery is drastic, breast reduction surgery has provided many women who suffer from Juvenile Hypertrophy of the breast a tremendous relief. Of course, this is a last resort.
And on a last note, just to let you know, there ARE other "big boobied" girls out there and it's important that we give each other support because between men who harass you to other students and co-workers who cannot see you beyond the size of your breast, life can get tough and even bleak. Keep your chin up, there are plenty alternatives to reducing the size of your breast. You may eventually even learn to embrace them and if not, there is always other healthy ways to handle the issue at hand.
