    I have a small dog that yaps but has never snapped or bitten anybody.

      Bitten, no.
      Pee'd yes.
      Right on your carpet, purse, seat, or wherever the "dog"
      Was at.
      If a little ratt dog isn't barking or biting.
      Its shivering and peeing.
