In my opinion you say your partner says it's fine but I don't think he thinks it's fine. I think he cares a lot about you enough to not want to lose you and to agree to you having an open relationship. Maybe since it's with other girls he reasoned with himself that that was okay but I think he's fooling himself. I bet it does bother him, at least a bit, deep down inside.
But then again people are all different. The open relationship with only one person seeing other people doesn't seem very prevalent (I've never seen it) so I voted not normal.
Is this type of relationship normal?
