Sadly, no. Believe me in the town where I live there are thousands of people who have been on welfare for three generations. Mom gets pregnant at 14, has 7 babies all the females go on welfare etc.
A lot of boys do not get jobs they sell drugs and mooch off their babies mamas.
It sounds like a bad way of living but some people are satisfied with a pack of smokes and some Mountain dew and fast food.
I happen to live in a place with an extremely high amount of welfare recipients and yes a lot ofunemployed people really do want jobs...but for some people welfare is a lifestyle.
Is this true of african americans all over the world?

I wouldn't have thought living on welfare in the US would be an attractive proposition.
Surely the issue is whether or not they'd get jobs if they did apply for them?
