its not normal.. you should tell her its not appriate or she might grow up being really promiscous. she needs to know that theres boundries and its good to teach them that at a young age. my little sisters dad was a perv and we found out that ge used to masterbate to my little sister when she was in the bath and taught her naughty words like the candy cane is in the hole god knows what else when she was 2 hes not in her life anymore. she became really "out going" and would lift her shirt or wiggly her butt to anymore. we broke her out of it and told her she needs to respect herself maybe something along the happened to her? my sister doesnt remeber but it obviously subconsiously staryed with her . maybe this isnt the case but u need to step up
