Depends why she does this ... out of natural curiosity, normal; because an adult taught her this ... certainly NOT normal! behavior prob should be curbed to a degree, but DON'T go to the polar opposite extreme and stop her from cuddling or siting on th laps of adults at all That is the worst thing u could do to a child whether sexually abused or not. They need affection to be healthy and develop into adults especially those who have survived sexual abuse.
