Could be but sounds suspiciously like an urban legend. What was the news source? That's relevant in assessing accuracy
The story isn't listed on the Snopes site, which does an excellent job of debunking urban legends, scams and so on, but that doesn't mean it's true.
It's highly probable there was cannibalism, but whether there was an organised racket of the type you describe: who knows?
