    You cant sign a contract and forge somebody else's name and defraud the motor vehicle department.
    You cant drive without a license.

        I said it is illegal to forge somebody's name on a contract to buy a car.
        You asked :
        To buy a vehicle and put someone else's name on it who has a license and pay them an hourly rate to drive you places?
