Throwing puppies away is very common and I'm sure that somewhere in the world, not a day passes that someone doesn't throw puppies into a river. The puppies in the video don't look like their eyes are even open so the mother dog could have rejected them, or she could have died. Like someone else said, drowning them would be more humane than letting them starve. Not everywhere in the world has animal pounds and shelters.
