Im gonna say yes because some children go through puberty at different ages...sometimes it starts at 10yrs old and sometimes at 14 or later and during those times it is a confusing process for kids. And this actually is not as uncommon as you think (for girls) I have a friend that said she did that at age 13 but later regreted it as she grew up and learned why it was wrong. it is all curiosity and you are not hurting anything the dog is fine it would be different if it was you know a boy doing weird things with a dog.. but she probably thought the dog thought it was just cleaning her so it was no big deal..iunnno. Im not saying its a good thing to do but we all as humans do things in life that we regret whether it be hurting someone or a childhood curiosity. So tell her not to worry about it and dont do it again since now she knows why it is wrong now. and that God still loves her and God understands everyones situation in life so he gets why people do the things they do and as people we sould not judge untill we have walked in their shoes. She will be fine if she has loving support around her in life. Life is what you make it.

Its normal for people to want to experiment its the pure instinct of curiosity and wanting to be pleased the best thing you can do is talk her through sex and give her a understanding of ways to please herself, its only natural.

You say you believe in god, do you think of masturbation as a sin, because if you do it wouldn't surprise me that she did this since pleasure is needed for humans to survive.

When I was a child, i was shunned by other kids, I was the nerd and the freak by their standards... so when I got a dog I gave it all of my attention... it became my beast friend, but then a few more dogs wandered in and before I knew it we has 13 dogs... I finally had friends that I could play games with and they never got too tired or didn't want my attention... when puberty hit me I was taught by my mom sex was bad, but I could not stop jacking off... she would catch me every so often and she would beat me silly... I would stop for a day or two... then i had to again, finally to avoid getting caught I thought I would slip outside and then mom would not hear me... so with a handful of slippery crisco i went out the front door... we were out in the country no one bothered us here so I was safe to find a hidden spot behind the garage and jack off... I didn't count on two things... one the dogs could smell warm crisco from hundreds of feet and they hardly ever all sleep at the same time...
