The use of offensive language, by itself, should be free to use. If someone goes off to kill the retarded, you can't then say that the word should not be used and expect people to follow it; because those two actions, one of using a word, and one of massacring millions of people, are, too most rational people, clearly two disparate issuses.
Also, the sentiment of the word "retarded" will always be used as an insult in the same way calling some a piece of shit is.
Piece of shit = disgusting, waste product.

As much as you might not like it, being retarded is a very basically understandable negative concept; the reality of it is, to be mentally retarded is not a good thing to be. Sure, going up to someone who is genunely, obviously, mentally retarded is fucked up, but everyone also knows that being mentally retarded is a negative thing. And it's such a fundementally, obviously negative thing that the term will always used to be insult, just like calling some a piece of shit will always be an insult.
Look at these terms: idiot, stupid, moronic, retarded, imbecile.
Every single one of them, in their proper sense, are used to classify someone's IQ. Everyone single one of them are also used as insults. Being mentally incapable will always be used an insult. You can change the word all you want, but the sentiment of the insult will always remain in use.
So I can use the N-word casually, then. As in “don’t be a n***er” when someone wants to steal something. Because that’s what you’re suggesting people do with “retarded”.
I'm saying the word retarded has a genuine foundation as an insult, namely that being retarded is a bad thing. I think most people would say that being a black isn't a bad thing, right? So to use the word nigger as an insult would mean the person saying it thinks it is a bad thing.
