For a start she might be seeing someone else, doesn't really know you, may think you only want to be friends etc. literally 200 things. She won't put someone she doesn't know very well into the friend or potential suitor zone. When you get to know her, be assertive and decisive don't be at all shy and "nice" all the time otherwise she will think you just want to be friends and friend zone you.
