I'd also keep a close eye on how he treats animals. Brothers can complain and tell parents, animals can't. There's a well-established link between kids who abuse or kill animals and adults who do the same with people.
It may be only a phase - just another form of experimentation that kids do to learn about the world, but look out for signs of him feeling no empathy.
If this goes on for long, I'd suggest you consider speaking to a child psychologist.
