The first amendment applies to the government and prevents them from infringing on religious freedom. It has nothing to do with private organizations. You may be covered by civil rights legislation that prevents discrimination on the base of religion. But because you said that she is restricting religious garb for all students, and not discriminating against Jews specifically, she is probably within the law there as well.
There are reasonable accommodation laws that require an employer to accommodate religiouly required attire so long as it does not interfere with the company operation. But that is labor law and doesn't really apply to students in a school.
