Is it some to i should get checked

I have always had a sensation of someone is tickling my neck like with their hands and my arm pits. As young as 10 or so this has been happening. I usually sleep with something under my chin like a stuffed animal. It bothers me like all day. Never goes away. Thinking maybe a nerve thing inside. Who should I see for a doctor? Maybe a nerve thing going on?
