I think it's kinda rude for your sister to invite her daughter's friend to your daughter's birthday party in San Antonio without first asking you, but I think it would be petty for you to turn your niece's friend away. I think it should be fine as long as your niece's friend is a nice kid, and preferably if the friend is gracious enough to bring a present for your daughter to the party.
Additionally I think you should make clear to your sister that you would prefer for her to consult with you before inviting additional guests to any future events to which you should invite your sister, and niece.
So, are ya'll gonna be having the birthday party on the Riverwalk there in San Antonio? Will ya'll be visiting the Alamo? Sounds like a good time to me! I grew up in the Houston area, and used to love going to San Antonio for a daytrip! There's also a very nice zoo in Antonio if my memory serves me well.
