Okay 1) if he's really going for a crap then why the hell shouldn't he be allowed? -facepalm-
2) If he's going to 'pleasure himself'...well, there are different ways to look at this.
If the girl isn't ready for sexual contact or mutual masturbation or anything like that, yet her boyfriend is horny, surely it's better that he relieves himself in her bathroom than tries to do things with her that she's uncomfortable with? As long as he cleans up, that's perfectly acceptable and actually the right thing to do.
If she just doesn't want him doing it where she can't see him or would rather do it for him, just tell him. I know when my girlfriend tells me she wants to...let's say, 'help me out'...I don't want to say no.
So yeah...not normal to deny him use of the bathroom without reason for the points mentioned above.
