Self-respecting individuals would not laugh at something like that. People uncomfortable with themselves might, but that's not your fault.
In fact, when people do give you those looks, you should feel proud. They wouldn't have seen your bulge in the first place if they weren't looking at your pants, and chances are they are likely just not as well-endowed as you.
I think having to explain why there were looking at your crotch in the first place would be a deterrent to most people mentioning anything about it to you. And if it's someone you don't mind looking there anyway, then you should be happy knowing they would have no doubts about your manliness :)
