I'd be more inclined to believe it if you said this was another country, everywhere I've travelled in the US, its always been the opposite. The men's bathrooms in high school were so bad, I've had a habit of putting toilet paper on the seat before I go.
No, I'm not talking about high school. It goes without saying that high school bathrooms (both genders) are going to be hot spots for retardation. I'm talking colleges and adult workplaces.
