My best hunch: The streetlights have sensors that cause the light to turn on when it's too dark and turn off when there is sunlight. Maybe your car's headlights are fairly strong and cause the lamps to think it's daytime -and thus turn themselves off. It would only happen to the streetlights that are calibrated to be slightly more sensitive to light.
Far-fetched I know but plausible :O.
