The bulb has reached the end of its life cycle and needs to be replaced. It gives off a yellowish light, which comes from a low pressure sodium light. They don't 'blow' like an incandescent bulb in your house. They just act funny. Contact the power company or city public works department and tell them the light is cycling off and on. They will replace the bulb.
