They can also have centralized locations for pickup.
Most major supermarket chains also deliver groceries.
Uber it, join forces with meals on wheels, Red Cross, Salvation Army, volunteers...etc.
Getting it to people isn’t the problem, the challenge is picking the right suppliers.

Every bodega in the barrio takes foodstamps at face value and redeems them for cash at 50 percent less. Fraud is everywhere. Cancel the entire system as most of the food stamp money goes for drugs and to dealers.
